MINUTES OF THE ANNUAL GENERAL MEETING HELD ON SUNDAY 4 NOVEMBER 2007 AT THE RSPB RESERVE, WIGGONHOLT
Meeting opened at 10.40 am
The secretary, Edwin Jones, proposed Arthur Smith to chair the meeting. This was seconded by Phil Turner and endorsed unanimously by the members present.
The Chairman requested a volunteer to take the minutes. Colin Bloomfield offered and was not opposed.

Matters arising
The question, “has the £250 excess on the members third party insurance policy been covered by HQ as was promised?” was carried forward.
Arun Adur Section organised the Val and Charles Memorial Ride as a Section event and not as a DA event.
Report of the DA Secretary.
Year to 30 September 2007
There was fairly good support over the last year for many DA and Section Events.
There were 6 DA Events this year with mixed weather but good support for all of them. 19 supported the new Freewheel Competition held near Petworth. 9 took part in a substitute ride for Horsham’s 1-Spy Ride despite continuous rain. 15 attended Arun Adur’s Reliability Ride finishing at Wisborough. There was very good support this year from all the Sections for the Two Weald Ride with 15 taking part despite a rather dismal day. The DA Picnic was also well supported on a warm sunny day with 26 attending drawn from all the Sections. 13 took part in the Arun Crossings ride on a very interesting route with others meeting up at the Pub.
In the DA Events Points Competition the Cup for best individual is shared in a 3 way tie between members of all Sections, myself for Bognor, John Wickens for Arun Adur and Bob Moore for Horsham. The best Section Cup was won by Bognor Chichester and Liz Tyler from Bognor Chichester was best lady. Overall my feeling is that the DA Events were well supported this year.
There were 4 DA Committee Meetings during the year. With most events organised through the Sections the main activity of the DA was publication of the Pedaller magazine and all Sections Rides Lists. Over the last year I think the Pedaller has maintained a high standard of interesting Articles. Thanks are due to Dave Gallé for the Magazine and John Maxim for the Rides List. This year we also had the CTC changes for local groups to deal with and a response to the consultation was put in.
DA Events for next year will be discussed further later on the Agenda but will probably be similar to this year.

The objective of this is to deal with DA matters and serve as an introduction to the area with links to the various Section web sites. The web site includes the DA Runs List, Section and DA contacts, Details about the Pedaller and DA Events including latest Points table. Also the Minutes of last year’s AGM and the draft Agenda for this year have been available to look at on the Website for many months. You can also check out the Minutes of DA Committee meetings for the latest news. Note that you can download a complete copy of the DA Rides List from the Website if you need a spare Rides List. This year all of the Documents relating to the CTC changes for Groups have been available to download from the DA Website.
As the nights draw in it is a good time to look forward to a varied selection of Rides and Events for next year and hopefully a summer with better weather.

Report of the DA Treasurer, Phil Turner.
The DA accounts show a small loss. The DA had planned to make a small deficit to reduce the surplus of funds in the account to a working level of £200 – £300. Advertising revenue for The Pedaller is reduced owing to a smaller number of advertisers. The subscription to The Pedaller will remain at 40p per issue. The accounts show a donation of £17 that was the collection for coffee at the AGM. Payment this year is mandatory. The money will be identified as income. The main source of income to the DA is the grant of £147.50 from CTC HQ. The DA balance had reduced from an opening balance of £810.88 to £775.88.
Other lower cost venues in which to hold the AGM have been sought. It is unlikely that a venue will be found that is as convenient and well suited to the meeting.
John Wickens queried the movement of £7034 in the Bognor and Chichester Section accounts. The Treasurer reported that this was the self-balancing cost of overseas holidays organised by the Section.

Reports for the Section Secretaries
Arun Adur
The Section membership stood at 36. Our support for our longer Sunday runs was, if anything, better than last year and with a core of some 5 or so members who rode as often as they could, plus some more casual riders a good turn out resulted.
The Tuesday rides were well supported at times, but a switch to telephone arrangements perhaps led to less commitment.
A group usually supported the Mountain Bike Saturday ride, numbers varying between 2 and 6.
Like all Sections we were as ever trying to recruit new members. It was decided to send an informative letter to 50 local CTC members. This produced a rather surprising result- one phone call from an 80 year old! No other contact was received. We have recruited through the usual channel, meeting cyclists on the road, though it has to be said that commitment to all day rides is hard to come by.
Due to falling support it was decided at last years AGM to run the Club Night on alternate months. This was not at all successful and the last two were cancelled. Our support of all DA events was not up to our usual award winning level, as many coincided with our keener members holidays and other commitments.
This year at the AGM we elected a new Secretary – Peter Wilson and a new Treasurer- Richard Boulton.
The new paperwork demands from CTC were not well received but some of the requirements seemed to be toned down. There was talk at the AGM of a complete break from the CTC, but we wait to see how the new committee satisfy CTC requirements and those of members.

Bognor/Chichester Secretary’s Report
Membership including couples this year was down a little at 72 compared with 80 last year.
Numbers out on rides has varied but has been generally been a little higher than last year. Average numbers out on a Sunday was about 9. One notable difference has been a greater numbers of ladies on the Sunday Rides and on a number of recent rides the ladies even outnumbered the gents. Numbers out on evening rides have been similar to or a little lower than last years low levels and this remains a problem.
There was good support for various special Sunday Rides including the Tea
Ride, Awayday ride from Petersfield and the Hilly 100 mile ride. There was good support for the two DA events we organised being the DA Picnic at Wiggonholt and Colin's Arun Crossings Ride. In the points for the attendance at all DA Events in the competition among the Sections last year we came last. This year we won the event so well done to all who attended. For the individual Cups there was a 3-way tie between myself and John Wickens of Arun Adur and Bob Moore of Horsham. Liz Tyler from our Section won the Ladies Cup.
Phil and Mary Turner organized a very good 9-day fixed centre holiday to Southern Spain with 15 of us taking part. Weekends away were organised including the Isle of Wight. 8 of us attended a long weekend staying at Courseulles sur Mer in Normandy for our 23rd Anniversary Dinner.
There were many successful social events including Club Nights, the Christmas Dinner, Slide Show, the Skittles Evening and the popular Barbecue hosted by Phil and Mary Turner.
The next social event to look forward to this year is the Slide Show on the 18 November with Slides from my trip to Australia. This show is open to the public and all DA members are welcome.
Many of you will know that our long-standing member Tom Anderson died earlier this year aged 86. Today is an especially good day to remember Tom who loved nothing more than a good debate at the AGM. He was very adept at getting his point of view across, sometimes at great length. We plan to organize a memorial ride sometime in the spring of next year which will of course have to include his beloved Khyber Pass.

Horsham and Crawley
Some of this year has been rather disappointing for our Section. We seem to have been continually pre-occupied with how to keep our existing members happy and how to attract new members. However reading other Section reports last year, I see we have about the same number of riders out each Sunday and some of our members meet during the week if they have spare time.
In national Bike Week we planned to lead some short rides suitable for the public and several of our members gave up their Saturday morning to take part. Unfortunately nobody turned up.
We were invited to contribute to the Horsham Bikefest in October – a Youth Cycling Day at Broadbridge Heath Leisure Centre. We arranged to lead a ride on and off road but again we did not attract any interest, although the day was well supported. I guess we are just not trendy enough.
The I-Spy ride was rained off and our annual barbeque, which I was hosting, had to be cancelled as I broke my foot shortly before the event.
However, things were not all bad this year. Our Section celebrated its’ 25th anniversary. We normally celebrate with a weekend away, but this year we had a lovely dinner at the Countryman pub in Shipley. The invitation included ex-members and it was good to see some old faces.
Since Mick, our runs secretary gave up full-time work he does not have internet access so we have started holding Runs Evenings to organise our programme. These have been enthusiastically supported and have provided the opportunity for plenty of discussion.
I think another new event this year may well become a tradition. One very rainy day last summer Mick, Bob, Anton and Pete Smith did the Horsham 100 and there has been talk of doing a Crawley 100 next year. I do not know if I will ever do it but I think it is a great idea.
Thanks to all who supported our Two Weald Ride. We look forward to seeing you all again next year.

The requirement for listing members at the start of a ride must begin immediately as this is a requirement for insurance. The Policy Handbook will become operational on January 1st 2008. Risk assessments before the start of a ride will only be required where:
- An off road ride exceeds an altitude of 600m
- It is a night ride (not an evening ride)
- It is a major event or one listed with the CTC HQ.
Richard Bates, CTC Councillor, was keen to receive feedback on the response to the new requirements.
John Wickens queried there is no requirement for a Rides Secretary. While West Sussex Groups usually have such a post many other groups devolve the task to other committee members.
Pedaller Magazine
Dave Galle raised a query about the roundel on the cover of the Pedaller which includes District Association and whether this has to be redrawn. Edwin replied that as long as the new name was made clear on the cover there would seem to be no need to change traditional graphics. Action: Dave Galle.
The bank account name will also need to be changed. Action: Phil Turner.
Cheques submitted as subscriptions must show the new group name “CTC West Sussex”.
The editor has several very good articles in hand. Two advertisers have been lost but one gained.
The 100th edition will be a celebration edition. Ideas welcome. Articles from the first edition were suggested.
AOB
Harry Mousedell brought the CTC British Cycle Quest to member’s attention as he felt it is neglected and yet embodies the essence of cycle touring. It was suggested that it could be the subject of an article for The Pedaller.
Dave Fox wished to thank Edwin Jones for his work on summarising the CTC HQ proposals for the revised structure of DA and Sections.
