MINUTES OF THE ANNUAL GENERAL MEETING HELD ON SUNDAY 2 NOVEMBER 2008 AT THE RSPB RESERVE, WIGGONHOLT
Meeting opened at 10.40 am
The secretary, Edwin Jones, proposed Jeff Lander to chair the meeting. This was seconded by Phil Turner and endorsed unanimously by the members present.
The Chairman requested a volunteer to take the minutes. Colin Bloomfield offered and was not opposed.

Matters arising
The question, “has the £250 excess on the members third party insurance policy been covered by HQ as was promised?” was carried forward again.
[CTC HQ document F:\Manuals\Insurance Fact Sheets\2007.09.01_Frequently_Asked_Questions.doc states the “Answer: There used to be a £250 excess on all insurances offered by CTC for
property claims only. This has now been removed.”].
Report of the DA Secretary. Edwin Jones
Year to 30 September 2008
There was fairly good support over the last year for many DA and Section Events.
There were 6 DA Events this year with mixed weather but good support for all of them. The Freewheel Competition which was well supported with 14 taking part.
The second event was the I Spy Competition with 18 taking part on a pleasant sunny day. The Two Weald Ride was held on a day of near continuous rain and wind. Despite the weather 16 took part and there was excellent organisation from Horsham Section with the Gazebo for Sun protection doubling up as a rain shelter
The D.A picnic at Wiggonholt was well supported for the conditions with a total of 17 attending on a wet morning with frequent drizzly showers.
13 took part in the Arun Crossings ride on a dry day but after weeks of rain left the route waterlogged. Some drama was provided when your DA Secretary slipped off his bike and had to be carted off by Ambulance with a broken hip. Latest prognosis is that because of the serious nature of the fracture I have to stay on crutches for a second period of 6 weeks up to 1st December.
In the DA Events Points Competition for the best Section, the Cup was won by Horsham. Best individual would have been a 3-way tie between myself, Dave Galle and John Clark. Under the new rules brought in this year in the event of a tie the Cup goes to the Rider who has attended the most of any part of any DA Groups Sunday Rides during the period covered by the DA Events, i.e. from 13 April to 7 September. Under this I was the winner with Dave second and John third. Barbara Nicol won the competition for best Lady
Overall my feeling is that the DA Events were well supported this year.
At last years AGM we passed resolutions for structural changes due to the new Policy Handbook including new names and additional Officers for DA and Sections and these were implemented during the year. There were 4 DA Committee Meetings during the year. With most events organised through the Sections the main activity of the DA was publication of the Pedaller magazine and the all Sections Rides Lists. Over the last year I think the Pedaller has maintained a high standard of interesting Articles. Of special note is the current edition of the Pedaller celebrating its 100th issue and 25 years of production.
Thanks are due to Dave Galle for the Magazine and John Maxim for the Rides List.
DA Events for next year will be discussed further later on the Agenda but will probably be similar to this year.

The objective of this is to deal with DA matters and serve as an introduction to the area with links to the various Section web sites. The web site includes the DA Runs List, Section and DA contacts, Details about the Pedaller and DA Events including latest Points table. Also the Minutes of last year’s AGM and the draft Agenda for this year have been available to look at on the Website for many months. You can also check out the Minutes of DA Committee meetings for the latest news. Note that you can download a complete copy of the DA Rides List from the Website if you need a spare Rides List.
As the nights draw in it is a good time to look forward to a varied selection of Rides and Events for next year and hopefully a summer with better weather, although I did express that hope at last years meeting.
Report of the DA Treasurer, Phil Turner.
The DA continues to subsidise the Pedaller as it had been agreed that the reserves should be drawn down.
The reduction in cost of refreshments is due to a mandatory £1 payment required of members at the AGM. Previously the collection for refreshments had been shown as a donation. The current figure is shown net of the mandatory collection.
Each Section has produced a small profit resulting in DA funds increasing.
The CTC grant of £150 is a reflection of the 1000 members within West Sussex, and obtained only by repeated requests to HQ.
Dave Galle reported that the September membership list was outstanding from CTC HQ. Without the list it was not possible to claim the CTC grant.
Richard Carlisle has viewed the accounts but not audited them as of the AGM.
Reports for the Section Secretaries
Horsham and Crawley
Barbara Nichol reported the group membership had diminished to about 29. There is another cycling group within Horsham that has 80 plus members and runs social, medium and sporty rides. A couple of members ride with the other group.
The group had distributed leaflets and had telephone enquiries but these had not resulted in new members.
The Mick Horley award was made to Anton Brown for the second year as he had attended most rides.
The committee had taken an additional member from the Crawley area as most members live in that area.
Mick had stood down as Runs Secretary as he has no internet access. He has performed an excellent job.
The Anniversary weekend at Southsea had been moved to a new time but the weather was extremely windy and wet so the decision has been taken to revert to the usual time of year. The annual BBQ was good and coincided with sunny weather.
Horsham thanked the other members for their support of the Horsham organised DA events.
Matters arising
Linda Boize suggested the Group contact enquirers as to why they did not join.
Alan Tyler thought people had a poor perception of distance and it is better to mention locations or duration of rides to prospective members.
Harry Mousdell suggested trying to incorporate some of the 11 Horsham District Council published rides.
Dave Galle pointed out that the alternative Horsham group only rode on Sunday mornings and had perhaps a younger and more mixed range of ages. He thought they had about 30 members in the social category and 60 in the sporty. Membership of the alternative group, which is affiliated to the CTC, is only £16 compared to full CTC membership fee for our groups.
Barbara pointed out that some people do not like meeting for lunch at a pub.
John Wickens stated that Horsham deserved credit for being the best supporter of DA events.
Arun Adur
Report by Peter Wilson.
At the AGM on the 19th November 2007, the Arun Adur section was in the position where it may have closed due to the horror of seeing the CTC head office administration requirements and a general reluctance for members to volunteer to organise the section. Edwin Jones reduced the CTC documents to more simple rules for members and some simple rules for non-CTC cyclists. A committee was formed and the rides programmes were continued for Sundays, Tuesdays and summer Saturdays. The section consisted of 30 individual and family members with seven unattached CTC members joining the rides plus members from other sections and non-members.
The committee agreed to reinstate the Club nights at Ferring on a two monthly basis. The first meeting was in December at Ferring Village hall and a chat with mince pies and mulled wine. The club night in April was the showing of Dave Galle’s video of the 2007 Paris-Brest-Paris ride. While we all enjoyed the video and the comments by Dave we left with a mixture of feelings of admiration for Dave completing the horrendous distance made even worse by the heavy rain, but pleased that one of us has completed the circuit and it was someone else that had done it. Other meetings were held where we saw members’ photographs; members’ slides and a Cinema evening where we saw a strange French film called “Belleville Rendez-vous”.
On the “other” months, there were meetings in The Gun in Findon where it was arranged that we could cycle or go by car. The number of members varied from one evening where there were two members but at different times! Later this increased to an average of six members – some having a meal and others just a drink, but all having a pleasant evening. The annual lunch was held in January at the Fox, Patching and was well attended and Monthly Munch continue to be held at Macmillans in Worthing.
Sunday rides continue with varying numbers but tend to be the same few tough cyclists that look for challenges, and find them. The Tuesdays rides vary considerably in numbers and in style and are generally easier than the Sunday rides, but not necessarily shorter. The programme for the Tuesday rides includes target times for elevenses, lunch and tea and so encourages members to join for part of the ride, and even just for lunch. Saturday rides are for off road routes and normally that means hills and so excludes the weaker cyclists but conversely encourages the stronger cyclists. The numbers of cyclists vary for no apparent reason. The web site, http://www.fonant.co.uk/arunadur/, continues to be organised by Dave Galle and reporting on most of the rides.
I would like to thank Richard Boulton, Dave Galle, Tony Nichols and John Wickens, for all the help they have given me in acting as secretary.
Bognor/Chichester Secretary’s Report: Edwin Jones
Membership including couples this year has been fairly stable at 69 compared with 72 last year.
Numbers out on rides has varied but has generally been good. Average numbers out on a Sunday was about 9. As last year we have had a good number of ladies on the Sunday Rides and on 1 or 2 rides the ladies even outnumbered the gents. Numbers out on evening rides have been similar to or a little lower than last years low levels and this remains a problem but the weather didn’t help.
There was good support for various special Sunday Rides including the Tea
Ride, Awayday Ride from Stockbridge and the Hilly100 mile ride.
Avryl and Linda organized a very good 9 day holiday in France with 12 of us riding from St Malo to near Cherbourg. Weekends away were organised including the Isle of Wight and Stockbridge. Next year 10 are joining me in Lanzarote in late February early March.
There were many successful social events including Club Nights, the Christmas Dinner, Slide Show, the Skittles Evening and the popular Barbecue hosted by Phil and Mary Turner.
Social events to look forward to this year include on Sunday 7 December our Christmas lunch at Aldingbourne early next year the Mince Pie Ride on the 4th January. Next year we look forward to the 25th Anniversary of the Club. After a lot of work by Avryl and Philippa we have just organized a 25th Anniversary Dinner on Saturday 21 March at the Robin Hood, Shripney and we have secured as a Guest Speaker Kevin Mayne, the Director of the CTC. Details will be available shortly on the Club Website and in the next Pedaller. All members of the DA will be welcome.
Right to Ride Representative
Richard Bates, CTC SE Councillor queried the objectives of the national ride-to-ride sub committee. One question was how to get the government to spend more money on cycling. Sustrans seems to be especially geared to leisure cycling rather than the needs of urban cyclists.
The next meeting of the West Sussex County Council Cycle Forum will be 6.00 – 8.00 pm at Worthing town Hall on 24 November 2008. The engineer responsible for the Findon Valley proposed cycle route will be attending.
Jeff Lander pointed out that WSCC is reluctant to take up the “Missing Links” project where a proposal can be made to upgrade a footpath to a bridleway.
Harry Mousdell reported positive action by WSCC to improve the surface of some parts of bridleways, but never the whole length.

Pedaller Magazine
The quality of articles has been good and the editor thanked the contributors. Two new advertisers have been procured and it was hoped a third would be forthcoming.
Richard Carlisle, on behalf of the meeting, thanked the editor and contributors for their input.
Alan Tyler commented that the size / weight was close to the boundary of the next, higher, postal charge. Dave Galle advised that in future the cover was likely to heavy paper rather than card that will reduce the bulk. The printers are moving from premises in Brighton to their home address in Southwick. This may affect the printing.

Richard Bates suggested holding a joint meeting with other out of county groups; possibly at a common lunch stop.
An up to date list of teashops was suggested. John Maxim confirmed that his old list was out of print. Arun Adur Group lists on its’ web site those tea shops open on a Sunday and frequented by Arun Adur. CTC HQ web site also has lists of teashops.
